Cebu City Streets: Children's new playground

In this photo, I took a shot of these street children while I am in a passenger jeep.
I have been travelling the streets of Cebu, from downtown Colon street to uptown Gorordo Ave., from the sloppy Mango Ave. to the busy Osmena Boulevard and anywhere else; you will notice that there are lots of children. These children did not came from school but are those children that are homeless and abandoned; they are known to be the street children.

In big cities, beggars, peasants, and street children are common problems of the local government. Usually they knock on your car window and ask for food but preferably money; some scavenge for food in garbage bins or finding something to sell recyclable items in the junk shop to earn money.

My concern is, if they cause problem then why let them in the streets; why would they be in social care where the government has; and why those children are in the streets instead in the school to learn. We have the means to help these children but we mean NOT to.
